The Short Answer
No. As of September 2026, Florida has no statute requiring a battery backup on a residential garage door opener. There is no Florida Building Code provision requiring one either. You can legally buy, sell and install an opener in Florida with no backup battery at all.
California is the only state with a statewide mandate. That law is SB 969, which added Section 19892 to the California Health and Safety Code and took effect July 1, 2019. Its operative language is narrow and specific: "No person, corporation, or entity shall manufacture for sale in this state, sell, offer for sale at retail or wholesale, or install in this state a residential automatic garage door opener that does not have a battery backup function that is designed to operate when activated because of an electrical outage." Non-compliance carries a civil penalty of $1,000 per opener. It applies in California. It does not apply in Florida.
If you arrived here because you read that Florida passed a battery backup law after Hurricane Irma, you were reading something false. It is worth explaining exactly how that claim spread, because the correction is something you can verify yourself in about sixty seconds, and because the same pattern shows up in a lot of what gets published about Florida code.
Where the "Florida Statute 553.884" Claim Came From, and How to Check It
There is a widely repeated claim online that Florida passed SB 280 after Hurricane Irma in 2017, that it is codified at Florida Statute 553.884, and that since July 1, 2019 every new or replacement residential opener installed in Florida must include a battery backup. The claim usually comes with a plausible detail attached, like the battery being good for one cycle during an outage.
Florida Statute 553.884 is real. It has nothing to do with garage doors. It is titled "Office surgery suites; safety design standards," and it directs the Florida Building Commission and the State Fire Marshal to develop safety standards for office surgery suites treating up to six patients on an outpatient basis. There is no garage door language in it.
You do not have to take our word for that, and you should not take anyone's word for a code claim that affects your house. Here is how to check any Florida statute cited to you:
- Go to the source, not a blog: the official text lives at leg.state.fl.us and flsenate.gov. Both are free and neither requires an account.
- Search the section number directly: if the title that comes back has nothing to do with the subject you were told, the citation is wrong.
- Check the bill, not just the statute: flsenate.gov lists every bill by session with its full history. A bill that died in committee is not law, and "was introduced" is not the same as "passed."
- Be skeptical of contractor blogs citing statutes: including ours. A citation you cannot verify in the primary source is a citation you should not act on.

What Florida Actually Does Require of Your Garage Door
Florida regulates garage doors seriously, just not the opener battery. The requirements are about the door surviving a hurricane, and they are considerably more demanding than most states.
The Florida Building Code requires garage doors to be rated for the design wind speed at the specific address. Design wind speeds vary geographically across the state, with coastal areas facing substantially higher numbers than inland ones. A door rated for an inland Polk County subdivision is not necessarily legal on a coastal address, and this is verified at permit rather than assumed.
In the wind-borne debris region, which covers much of coastal Florida, garage doors must also meet impact resistance requirements, tested against wind-driven projectiles under the ANSI/DASMA 115 standard. A door can be wind-load rated without being impact rated, and those are two separate labels.
The reason the code cares this much about garage doors specifically is structural. The garage door is usually the largest opening in the house. When it fails in a hurricane, wind enters the building envelope and pressurizes the interior, which pushes upward on the roof from the inside at the same moment the storm is pulling on it from the outside. Why You Should Install One Anyway
Here is the part where we make the case honestly, which means on the merits rather than on a fake legal obligation.
Florida leads the country in hurricane-driven power outages. In a major storm, outages measured in days are routine across Central Florida, and the garage is the primary entry and exit for most homes here. An opener without a backup battery is a dead opener the moment the power drops, and it stays dead for as long as the outage lasts.
The specific scenario worth thinking about is evacuation. A storm changes track, an evacuation order comes late, the power is already out, and the vehicle is behind a door that now has to be opened by hand. That is a manageable problem for a healthy adult who knows where the release cord is and how to use it. It is a genuinely serious problem for an elderly homeowner, for someone with a mobility limitation, or for a double door that is out of balance because the springs are near end of life. The California law exists because people died in wildfires unable to get cars out of garages during outages. The hazard is real regardless of which state legislature has acted on it.
The everyday case is smaller but more frequent. Central Florida gets afternoon thunderstorms most of the summer, and brief outages are common. A backup battery turns a dead garage into a non-event.
The cost math is favorable. Openers with integrated battery backup carry a modest premium over the equivalent model without one, and it is a one-time cost on equipment you keep for fifteen years or more. The battery itself is a consumable that typically needs replacement somewhere in the five to seven year range, which is a low-cost part swap rather than a service call for most homeowners.
How Battery Backup Actually Works, and What to Look For
The battery is a sealed pack that mounts to the opener housing and trickle charges off household power. When power drops, the opener switches over automatically. It is not a whole-home solution and it is not a generator. It is a small reserve sized to run the door through a limited number of cycles.
What matters when comparing models:
- Cycles on a full charge: manufacturers publish this, and the useful question is how many full open and close cycles you get, not how many hours the unit stays powered.
- Automatic changeover: the switch to battery should be automatic and instant. Anything requiring you to flip something in the dark defeats the purpose.
- Battery status indication: a backup battery that quietly died two years ago is not backup. The unit should tell you, and many now report status through the app.
- Replacement battery availability and cost: ask before buying, not in year six. Some packs are proprietary and priced accordingly.
- Door balance: this is the one nobody mentions. A battery reserve drains far faster lifting a door the springs are no longer helping with. The battery is sized for a balanced door.
That last point is the one we would underline. If You Do Not Have Battery Backup: Know the Release Cord
Every automatic garage door has a manual release, and every adult in the house should have used it at least once before they need it. It is the red cord hanging from the trolley on the ceiling rail.
Two things about it that catch people out. First, pull it when the door is fully closed if you have any choice in the matter. Pulling the release while the door is partly open can let it drop under its own weight, which is dangerous with a door that weighs well over a hundred pounds. Second, the release disconnects the door from the opener, and after that the door is being held entirely by the spring system. If the springs are worn or broken, the door will be extremely heavy or will not stay up. That is precisely when people get hurt.
Practice it once on a calm day with power on. Pull the cord, lift the door by hand, notice how heavy it is, and re-engage it. If the door is hard to lift or does not stay put when raised halfway, the springs need attention and no battery is going to fix that. The Bottom Line for a Florida Homeowner
Florida does not require a battery backup on your garage door opener, and any article telling you otherwise, especially one citing Florida Statute 553.884, is wrong and easy to disprove at flsenate.gov. California is the only state with a statewide mandate, under SB 969, effective July 1, 2019.
What Florida does require is a garage door rated for the design wind speed at your address, impact rating in the wind-borne debris region under ANSI/DASMA 115, and a permit for replacement. Those are the requirements a contractor should be talking to you about, and they matter far more to whether your house survives a storm than the opener does.
Install the battery backup anyway, because Florida loses power more than almost anywhere else in the country and the garage is how you get out. Just buy it as the sensible upgrade it is, not because someone told you it was the law.
